No, it is not a extension.

Why do you want to do this?
Try to delete, you will see if Vivaldi does not start after this.I never delete files of a installed program.

@DoctorG i just deleted it and i see it works normal with me
usually i not like to keep that small non-needed files in such program as i feel that it may take some of the RAM or the CPU while i not use or need it , -
@kimoo I don't think it's a good idea to delete "non-needed" files like that. If you want Vivaldi to use less RAM and CPU: Turn on the ad-blocker and use tab hibernation.

Don't seems a great idea: in the best case, Vivaldi will re-install the file at the next update; in the worst case the browser or an extension could need such file showing an issue hard to troubleshoot as usually software don't expect its users remove the files. Moving the file elsewhere to prevent loading but keeping it on the pc is more logical but still heavily not recommended as it must be there for a valid reason.

@kimoo Regarding the similar chrome_proxy.exe file, it seems to be a fix for a Win10 bug related to icons for pinned shortcuts. There's this explanation at https://chromium.googlesource.com/chromium/src/+/HEAD/chrome/chrome_proxy/chrome_proxy_main_win.cc.
"This binary is a workaround for Windows 10 start menu pinning icon bug: (https://crbug.com/732357.)
When a shortcut is pinned in the Windows 10 start menu Windows will follow the shortcut, find the target executable, look for a <target>.manifest file in the same directory and use the icon specified in there for the start menu pin. Because bookmark app shortcuts are shortcuts to Chrome (plus a few command line parameters) Windows ends up using the Chrome icon specified in chrome.VisualElementsManifest.xml instead of the site's icon stored inside the shortcut.
The chrome_proxy.exe binary workaround "fixes" this by having bookmark app shortcuts target chrome_proxy.exe instead of chrome.exe such that Windows won't find a manifest and falls back to using the shortcut's icons as originally intended."
I'm guessing that removing the file will only show up an effect if Win10 happens to hiccup and the ---_proxy file isn't there any longer to correctly link the shortcut and icon.

i already looked on it much , but in win10 can't delete from it , in past when in was use XP i was delete from win folder many files
