"HTML5 'proprietary' media" error popup after upgrade

The instructions at https://help.vivaldi.com/desktop/troubleshoot/reporting-a-bug-in-vivaldi/ seem to be saying I should start a new topic. (I searched the forum first but didn't see any relevant current threads.)
Today, after using Devuan Beowulf's 'apt' package management system to install an upgrade from Vivaldi's snapshot repository, I see version "4.2.2406.4 (Official Build) snapshot (64-bit)" on Vivaldi's "about" page.
When I started the browser after upgrading it, this error message appeared:
"Vivaldi lacks a suitable component to play HTML5 'proprietary' media (H.264/AAC)"
I followed the "More Information" link to this page -- https://help.vivaldi.com/desktop/media/html5-proprietary-media-on-linux/ -- and was unable to play the test video.
Restarting the browser didn't help, so I followed the link to the bug report instructions page. Now I'm starting this new topic as the last step under the "Before reporting a bug" heading on that page.
I did also follow the link from there to https://help.vivaldi.com/desktop/troubleshoot/troubleshooting-issues/ and peruse that page.
The test video plays fine in Chromium and Seamonkey -- just not in Vivaldi. I am not using a filtering proxy or real-time antivirus protection with Vivaldi.
The "Enable Widevine Plugin" checkbox in the settings is checked. Third-party cookies are enabled. I am not using a private window to load the test video.
Disabling extensions and the ad and tracker blockers doesn't help. Opening a guest window doesn't help, nor does creating a "Person 2" profile.
I have not tried deleting all of my browsing data. Now would be a very inconvenient time for me to be doing that. I would consider trying it later if someone can tell me why it's important enough despite the fact that I've already tried both a guest window and a new profile.
All of the DEB packages that Vivaldi's lists as dependencies are installed, with the exception of the recommended "adobe-flashplugin" (which is listed as "UNAVAILABLE" in this distribution, and shouldn't be necessary, and I'd rather not install it anyway).
YouTube videos have been playing fine in this version of Vivaldi, so far.
Facebook videos don't play, but they did play on version 4.2.2392.3 before I installed this upgrade to 4.2.2406.4.
It's hard to tell whether I should file a bug report, or whether I should shut up and go away because this problem is a known issue.

@thattoo I had same issue on Debian 11 KDE Plasma.
Please read "Known Issues" at https://vivaldi.com/blog/desktop/new-commands-fullscreen-fixes-and-a-chromium-bump-vivaldi-browser-snapshot-2406-4/ for a workaround.
Will be fixed in some next Snapshots.

Just got this message after an update. For the non-programmer crowd, is there a simple answer on how to fix this? Already checked the "known issues" link in the above link. Why would HTML5 be broken on an update??

Because some Chromium core code changed in Vivaldi and related codec/DRM lib has to be updated.
Current update to 4.2.2406.48 fixed such media errors with a automatic download after update.
