GPU process / CPU usage too high

For a wile now I've been having a problem of simple web games not running smoothly anymore.
For example, this game used to run just fine but now it runs like a slideshow.

- Got rid of the default folder so new fresh profile.
- Turned off all settings that could slow things down.
- Turned off pretty much all background programs on win.
- Tried win safe mode.
- Even downgraded to an older version.
- Tried other browsers (I always use stand alone/portable browsers): Pale Moon runs fine, Opera, same problem.
Did the Shift + Esc thing and saw GPU Process way to high, should be around 20 but it's running over 150. The whole pc is slowing down because CPU usage will shoot to the max by one of the vivaldi processes (win task manager). When I end the GPU process (vivaldi task manager) and refresh the page the game runs normal (at least until the time runs out).
Any tips on how to tacke this problem?

Alright I've been doing some more testing with older versions. After many re-installs I've pinpointed the version where it goes wrong.
Everything is fine up to Vivaldi 3.3.
With Vivaldi.3.4.2066.65 and up (x64 or not doesn't matter) runs to the ground.So what's causing this to happen?
Should I open a bug report or something? And i so how?

Hi, I guess the Chromium developer kicked your GPU from the list of supported GPU´s and now all run on the CPU.
You can try to enable vivaldi://flags/#ignore-gpu-blocklist

That works, thanks.
I don't thinks though that it's the GPU specifically that got the boot as it is the most recent piece of hardware in that pc and I've got another (newer) PC running on an older GPU that doesn't show this "build to fail" type of antics. Probably should check that list to find out what got dropped, not that I know how.

Hi, after some reading it seams the locklist/blacklist depends on the driver version. Your card is about 10 years old and I guess there are no driver updates anymore.

There is a mention of hardware id 0x3738 but it only pertains to an issue on macs.

The vendor id 0x1002 gives 13 hits there might be something there but not sure. There is a newer beta (crimson) driver available. I might test to see if that makes a difference.
I should also correct myself on an earlier statement. About a newer pc not having this problem. It does have it I just didn't notice it as the cpu is powerful enough to not make it noticeable. The GPU Process dropped to 50% after also enabling that flag on that system.
