I can't set up Ctrl+Alt+. . . keyboard shortcuts

I am setting up Vivaldi Classic on a new 64-bit PC (Dynabook Satellite Pro C50-H), and I am trying to implement the same keyboard shortcuts that I had set up on my old desktop. Both PCs are running Vivaldi 4.0.2312.27(64-bit) and Windows v10.0.19043.1055.
PROBLEM: Using Settings -> Keyboard, I find that I cannot set up most shortcuts beginning Ctrl+Alt.
- Specifically, I cannot set up Ctrl+Alt+A, C, D, E, I, L, M, N, O, P, Q, R, S, T, U, W, Y, Z. The others are OK.
- No message appears under the box when it can't be done, as it does when a shortcut is a duplicate.
- The situation is unchanged whether or not I tick 'Allow Access Keys'.
- On the old desktop, I am using some of these shortcuts (and they are working, and I can set up all the others with no problems.
QUESTION: I thought that I had set everything up exactly the same on the notebook and the desktop. Presumably I have a setting out of place on the new notebook. Or is this some obscure bug?

@montiverdi I don't see the problem here. What is your keyboard input method in Windows Settings, Time and Language, Language, Keyboard?

@Pesala, you solved it. In Windows Settings, I changed 'Advanced Keyboard Settings'
from: English (United Kingdom) - United States-International
to: English (Australia) - US
and I can now enter all the Ctrl+Alt+ . . . codes into the Vivaldi ->Settings-> Keyboard boxes.Very well spotted! Thank you.

on my notebook when I can set it on the old desktop? I have never understood the language and keyboard settings in Windows. I think this is because Microsoft is trying to help me. How I fear Windows 11!) -
@montiverdi , enable God Mode, makes wWindows setting much easier.
It's very easy
1 Create a new Folder anywhere, in the desktop or in other Folder where you have easy access
2 Rename the folder (copy paste exact this as name)GodMode.{ED7BA470-8E54-465E-825C-99712043E01C}
That is, the folder has change it's icon and when you open it, you'll find, well ordered, a list of accesses to all Windows settings, even the most hidden ones, where otherwise you can only access, diving through dozens of menus and submenus.
Something like a Control Panel with steroids. Works in every Windows version. -
