suddenly yt videos cant be played at higher resolution

hello everyone,
i do have a strange problem. i wanted to watch a video on yt and the maximum quality is now 240p all of a sudden. that happened to one video before at 5th of june and since now it didnt happen again. last time, which also was the first time, reloading the page helped and all was fine.
this time on the other hand it just doesnt work. i restarted the browser, even the pc. and the only thing that changed compared to last time was a forced update on windows and an update on vivaldi.
i also tried another browser and there it plays even in 4k if i want to. im just cant get my head around whats causing it. i have found this thread https://forum.vivaldi.net/topic/52735/issue-with-youtube-quality but that kinda doesnt make sense for me. i have a 3600(non x) and a 2070. which is kinda irrelevant, cause it worked perfectly (except for that one time) all the time before.
however, i kinda experienced another odd behavior which i cant relate to as well. seemingly out of nowhere the videos were first starting in low res and then after a few mins in high res, that started perhaps 2 months ago. i thought there of a change from youtube, but when i went into those settings, all was as it should be. i googled that as well, cause i thought i messed something up, butall was set to high res if possible.
i hope someone can help me, cause i rly like vivaldi

thing is, i do know its playable in fullhd, but it wasnt for me xDhowever, today its working. i wouldnt have said anything if it wasnt working for the whole day. and when i switched to another browser it worked perfectly.

now im completly confused.
i did now watch the video that wasnt working yesterday. and the same channel already had a new video up, which i was starting for testing and it was able to run at 1080p
NOW, that i finished the video from yesterday, i wanted to watch the new one (the one i tested with) and now THIS video only starts at 480p ... wth is going on there ?

@locutusvonborg Thats is because the current WiFi/Ethernet you are using is slow, when the number of mb/s decreases, youtube automatically decreases resolution

but that totally doesnt make ANY sense.
first, as i said now twice, using another browser it does work without any problem at 1080p and trying again on vivaldi i only have the options for 240p or 480p. so, no.
but 2nd, i dont even use wifi to begin with. and the ethernot being to slow doesnt add up either, cause i can watch 4k if i want to. and EVEN IF that would be the case it doesnt explain why the option is missing to select 1080p.
and third, a day later now its suddenly there, now i can choose it, so ... no, that sadly doesnt explain it.
and its totally annoying.

@hololoyoj of course it does, it starts at max res 1080p@60fps here. Haven't you even clicked it to try it before posting?
Why it is problematic for @LocutusvonBorg is beyond my understanding tho, I watch 1080@60 videos all day every day from both YT and twitch with no problems whatsoever. If I had any, I wouldn't use Vivaldi at all. -
@ian-coog No, not on the particular video @Pesala mantioned, but he didnt specify which video, so i assumed that those videos either dont support 1080p because they were'nt recoreded at 1080p or that he just has bad WiFi/Ethernet, but aside from that yes, he does have relatively vage information which doesnt help at all

@hololoyoj dude, please read carefully. i DID start it on another browser a few seconds later and it was able to start at 1080p and a day later it is also playable on vivaldi at 1080p. thise only started after the update.
generel question,. is it possible to downgrade the version again? right now, im only experiencing negative stuff. things dont work anymore which were working before. so sad xD

@ian-coog thing is, aside from that and a few minor "issues" that hapopened after the update, i realy do like vivaldi.

then do you want to know? i dont know which infos are needed ...
aside from that i did post the 2nd video where it happened. and again, please read carefully what i wrote before. if that video is NOT supporting 1080p, how is it, other browser do play it at 1080, the moment vivaldi cant? this also takes out bad wifi/ethernet out of the equation ... which at that point clearly tells me u could not read what i wrote, otherwise you would have known what i have ...
so please guys, dont go over the same stuff over and over again, when i already ruled them out.

Hi, I test your linked YT video and I got also a bit strange behavior.
First time I use your link it starts at 720p, I can change to 1080.
After more reading back in the thread I use the link again and it start at 1080p60.
My AV1 setting in YT is auto but I guess this is not relevant.
If I open the link in Chrome it start with 720p and the second time, too.
Is it possible it is a YT decission which resolution is choosed for Chromium browser?
Does the resulution change to 1080p if you go full screen?
For me it work this way, therefor it doesnt bother me if it start in 480p in the small window.
