Are you on Windows 7? It does look like Win10 but users with Win7 have reported this.

Error 12031 is a connection reset error from the Windows component the Vivaldi updater uses to download the update. It's an error on your Windows installation.

Have you done some things in Windows, like forcefully deleted Win components, Internet Explorer files or stopped some services?

@mizouniihichem Have you uninstalled Internet Explorer? Try reinstalling it from Programs and Features > Windows Components.

And open a command line and do a:
            sfc /scannow

@mizouniihichem needs to enable the "use TLS 1.2" checkbox in the IE setup.

                  And check out Vivaldi's update.

If after that the error "Failed to verify the signature of the downloaded file, status = -2146762487", you need to install the update for Windows "KB3004394" and restart the device. After that, Vivaldi is updated without problems. Attention "KB3004394" may cause problems. But I had no problems.
