Web Panel Opacity not working as described

According to the latest Vivaldi release announcement, web panels are now supposed to show the background from the Start Page/Speed Dial page. But I can only get the tab bar to allow the background to show through after repeating the steps from the "Customising the Panel" section of the Panels page.
As you can see, the background is showing through in the Panels area of the browser on the above image from the announcement post. What am I doing wrong?

@theericbeaty Settings, Themes, Colour, Opacity = 75% works for me, but only on the default panels, not on the Web Panels

@pesala Default panel opacity works for me as well, but the post said it was supposed to work on the web panels as well. This would be nice if it did.

@theericbeaty The settings works only for the default panels: (Bookmarks, Downloads, History, Notes, Window .. but not for user added web panels.

I adjusted the opacity to 75% and that worked. My chosen custom theme is just so dark it's hard to see. Thanks!
