How to make Vivaldi to open PDF files in the internal viewer?

I am not able to view a PDF file in Vivaldi's internal viewer. When I click on a web link to a PDF file, Vivaldi just downloads that file. (In "Settings > Webpages > Plugins", there is a check mark next to "Enable Internal PDF Viewer". In "Settings > Downloads", there is a check mark next to "Safe Files to Default Location Without Asking". All extensions are disabled. Vivaldi 3.6.2165.40, 32-bit. Windows 8.1.)
Could you please go to this page and tell us what happens when you click on both links?"
@pafflick — I used your test page, and this is what happens:
- [This is OK:] When I click on "Download PDF", the PDF "download.pdf" is being downloaded.
- [This is a problem:] When I click on "Open PDF", the PDF "open.pdf" is being downloaded and the screen gets blank. (After clicking on "Open PDF", the URL in the address bar is "https://www.pafflick.com/testpdf/open.php". In another browser, the PDF is being displayed as expected, with this URL in the address bar: "https://www.pafflick.com/testpdf/open.pdf".)

I just downloaded and installed the newest version of Vivaldi. Now there is no problem anymore with viewing a PDF file in Vivaldi's internal viewer.
