Google NCR (NoCountryRedirect) address (NEED HELP)

I would like to set the google NRC as my main search engine for the Vivaldi and I could do so before, but after reinstalled my OS, I forgot how I should type in the search section in the setting screen. I googled a few times for the answers but still could not find the correct address. I have tried the addresses below but with no luck. https://www.google.com/ncr/search&q=%s https://www.google.com/?gws_rd=ssl#safe=strict&q=%s I would appreciate a lot for you help.

Could try NoCountryRedirect (NCR) [a chrome extension - not a search setting].
Note: I've never used it myself.

Let me clarify a bit more. I do know there is an extension called NCR, but I am not talking about that extension.
What I need is an address to search words from goodle NCR and I was using that address before the PC fix for long time without any problem. I just forgot and cannot find what was the address for NCR search for Vivaldi search window setting.
FYI: Google NCR is an address to guide you to a google.com starting page of google.
