Bug - Browser lag (not tab), with lots of tabs and stacks open.

I have somewhere around 22 stacks open and 295 tabs, with only the vivaldi forum and one youtube video loaded the browser still hangs for a second or so before doing many UI related tasks (open a new tab, right clicking (In the tab or on the chrome of the browser), but once the browser actually swaps tabs they are totally responsive.
The whole reason i'm using vivaldi is so I can have a bunch of open tabs and I have vivaldi caping out at like .9% in task manager for CPU, is there some way to like give it more cores or something because it's s t r u g g l i n g.
Edit: I tried disabling the two-layer and it's still horrible so i'm not sure what the deal is exactly but the old behavior isn't fixing it on my end either.
Edit #2: separate windows are fine, it's something to do with the ui on the window with the loads of tabs I think.

also since the latest two-layer tab stack update it's been jumping around when i shift tabs using mouse gestures or the keyboard instead of actually going from right to left (it acts like tabs that are stacked are still where they came from in the tab order and it's awful feeling.).
