Too many JNLP files in downloads folder

I am jumping into this thread a bit lately ...
Being forced by our system admins to use Vivaldi under Windows (maybe it is additionally configured to be a bit more restrictive than the general version of Vivaldi), I encountered almost the same problems as reported in this thread. It is also connected to an (former) applet, which is not available to a public audience.
But there is a public test jnlp at the Canadian Astronomy Data Centre. This page is a bit outdated and the java applets signature cannot be verified, so please be carefull.I do not have an idea, how to configure Vivaldi so that it does not download the jnlp file over and over again. Instead it should be possible to open it (more or less immediately after some initial warnings). I would welcome any suggestions how to do this. Firefox ESR has this option. I do not know if other Chrome based browsers can be configured to behave similar to Firefox ESR.

maybe you misunderstood my complaint. Download and open works also for me, but everytime I want to start the app once more, it downloads yet another new copy of the jnlp file (for the Canadian Astronomy Data Centre this is: cadc_webstart_test.jnlp, cadc_webstart_test (1).jnlp, cadc_webstart_test (2).jnlp, cadc_webstart_test (3).jnlp, and so on). The download area gets flooded with useless copies of the jnlp file.
Is there any way to avoid this?

Do you have installed IcedTea Webstart (Package icedtea-netx)?
yes, but this is MS Windows 10 and IcedTea WebStart installed from the MSI installer provided in the Github project ojdkbuild

And thats why do you post in a Linux subforum if you have Java on Windows?
I arrived at the topic via a web search (StartPage), registered and posted. I did not realize being in a subforum, sorry for it. AFAIK, there are very very few people using IcedTea WebStart on Windows ...
