One could also argue that by linking to their profiles you're increasing the chances of them being indexed by a search engine and obtaining their goal. Which is SEO, and not having actual people click on their link.
I don't think the user pages are actually indexed by most engines so that kind of defeats their purpose. But it's obviously not good to have tons of spam user accounts.
There really should be a way to report users profiles directly...

@Gwen-Dragon Oh yeah, that makes sense... I guess it just doesn't make sense from the spammer's perspective to create spam links on pages that are not indexed. Then again, can't expect spambots to make sense
