@said3719 I'm really sorry to say this, but if you've lost your decryption password, you will need to set a new one and the data on the server will be lost.
Upgrading Windows won't have done this, unless you installed Windows from scratch.
Are you sure the passwords and bookmarks are gone on your local install? If they're still there you can just set a new password and start sync again.
There is a tool to show your locally stored password (and make a backup if you need):
https://www.nirsoft.net/utils/chromepass.html
You might need to point it to your Vivaldi user profile under Advanced Settings. -
thank you pathduck ...and don't be sorry it's ok ...I've installed the new version of windows 10 and got a full disq so I have to get some space so I deleted the file windows.old in c: , but what suprised me is there were no recovery mode how ....mozilla and chrome are pretty simple in that point ...

@said3719 If you lost the passwords stored locally, it's not because of upgrading Windows or deleting Windows.old. I do it myself for every upgrade.
Have you checked if your passwords are still present in your local install? Go to Settings > Privacy > Passowords, click "Show Saved Passwords", then the "eye" icon to see if the pw is saved. You need to input your Windows password.
Did you try the ChromePass tool?

@Pathduck none of them still there because after I've delete windows.old I thought that's ok because sync and vivaldi account will store my bookmarks and my passwords like -fi refo x- and -ch rom e -did ....bro thank you for the ChromePass tool it worked but only for the new password since browser 's new installation I''ve not find my decryption password but find vivaldi acount google fb...

Vivaldi has just deleted all my bookmarks.
As you guys have said there is no recovery option. I don't think I ever had an encryption password - why would I need it for just bookmarks.
This having no backup makes Vivaldi unusable. I transferred in from Opera because I'd heard good things - BIG mistake. I'm leaving straight away. An operator that doesn't care about my settings is unworthy of my trust! -
@bristolpete I'm sorry to read of your bookmarks issue. Depending on what actually happened, it's quite possible that a bookmarks file may still exist and be recovered with a bit of manual effort. And, no, you don't need an encryption password for bookmarks.
For me, I view keeping good data backups as a personal responsibility that goes with operating a computer securely. There are far too many things that can (and do) go suddenly wrong with computers/software to not back up critical files myself or to trust that to various "auto-backup features" in individual pieces of software. While I don't recommend it for that purpose, one can even use Vivaldi's sync feature for backing up personal browser data. Myself, I have both a homemade batch file I use to copy all my Vivaldi data files to a second hard drive at least daily, and I use Hekasoft backup freeware to fully backup various of my web and eMail browser data files at least weekly to a second drive. Moreover, I fully image my system to an external hard drive bi-weekly "just in case". Once a user establishes a personal backup habit, it becomes almost automatic and second-nature... and when (not if) disaster strikes, it's nice to have several levels of backups available.

@bristolpete Please check in Vivaldi browser profile subfolder ...\User Data\Default\ for file Bookmarks and Bookmarks.bak.
The bak file is the version before changes were made in your bookmarks.Save the two files as a backup!
Copy Bookmarks.bak to desktop
Rename Bookmarks.bak to Bookmarks
Copy to browser profile folder ....\User Data\Default
Start Vivaldi and check if bookmarks are back -
