<a> "download" attribute does not work in extension popup.

Hi,
So I developed recently a chrome extension which let's you download images from browser action popup window. It works fine in chrome and chrome fork's like brave and even chromium edge. But when I tested on Vivaldi it does not work.HTML code looks something like this-
<a href="url" download="jpg">Download</a>
or
<a href="data:text/plain;charset=utf-8,..." download="icon.svg">Donwload</a>
It does not work in both cases.
Even FileSaver.js doesn't seems to work in popup window.Thanks!

@Gwen-Dragon Interesting! I'm kind of curious now, why would they keep this kind of behaviour?
The problem is that my extension is Chrome first and changing manifest will effect every browser.
Do you have any idea about FileSaver.js?
I don't think I can get that working with this.Thanks for your help!
