WebGL not working since upgrade

Since upgrading to version 3.5.2080.3 (Official Build) (64-bit) https://colonist.io has started displaying a warning saying WebGL is disabled & plays very slowly.
https://get.webgl.org says WebGL is supported.
vivaldi://settings/system has hardware acceleration enabled.
vivaldi://gpu says:
WebGL: Software only, hardware acceleration unavailable
WebGL2: Software only, hardware acceleration unavailableWebGL was working fine on 3.4
Any ideas?

what card do you have? maybe it's another one in the chrome blocklist?

@iAN-CooG Thanks, changing that flag fixed the problem.
I believe my graphics card is AMD radeon HD8370D. It's quite an old PC so I guess it is not supported anymore.
