Taskkill /f doesn't kill a process

I have tried everything to terminate this task with no luck.
When I try TASKKILL I get the following message:
C:\Windows\system32>TASKKILL /PID 39884 /T /F
ERROR: The process with PID 39884 (child process of PID 38864) could not be terminated.
Reason: There is no running instance of the task. -

If I may ask, exactly why are you trying to terminate this task? According to the image, the process does not have a parent process, which leads me to suspect you've terminated its parent process. Why have you done this?
Please do not terminate browser processes, this could lead to all kinds of unexpected behaviour like this.
In Process Explorer go to File > Show processes for all users, which will launch PE in with Administrator, then try again. Failing that only a computer reboot will help I think.

@npet Yes, because you have been terminating processes willy-nilly and ended up with zombie processes. Reboot your system, uninstall Vivaldi and reinstall.

Thanks - tried to Reboot & Vivaldi does not come up to be unistalled now.

@npet OK you messed up something, and now we don't know if the uninstall was completed successfully. There might still be files lying around from the old install. Go to the Vivaldi install folder and manually delete all files there.
Then install again. Let us know how it goes.

All good - windows corrected it as it found a fault & rebooted and I was able to delete files. Reinstalling now
