Vivaldi does not open on a internal OTRS

Hi,
I have the same problem, on several Windows 10 systems and Linux.
Only with vivaldi.
Opera, Firefox Chrom have this problem not.
On all my Windows systems there is no defender or other snake oil aktiv.I am very happy with Vivaldi, but when it happens it takes about 30 - 60 seconds and nothing works.
this makes vivaldi look worse than it should.
if I had to make a guess, I would guess, this happens by "CRL's check" of non-public pKI's.
Turning off IPV6 is not a solution, because then certain Windows services will not work properly.

@Gwen-Dragon, No the OTRS is a inhous application no Firewall or security appliance/gatway betwen my client and the server.
The server has DNS Entryes forward and reverse.
when i call OTRS first time at day, i get the error.
after a minute i can login.
During the work its happend again and again.I get the same when I want to start the citrix webfrontend (inhouse)
As mentioned, this does not happen with the other browsers -

Hi, its looks that since Build 3.1.1929.34 not happend again.

with the latest build 3.1.1929.45 i fear this was happened since the build bevor, the problem exist agein Sites with private PKI. when i open the site it run in to Time out and get "ERR_SOCKET_NOT_CONNECTED " after this the site works without problem for a while.
