Hi. Seems only I have this problem. After latest Vivaldi update youtube video play like ~15fps. Yotube trying reduce video quality from 1080p till 360p. After restart Vivaldi, same video play 1080p with 60fps.
CPU loads in both cases ~30%. Even tried different adblokers.

@Craftworth The same is happening to me. I think is a bug that need to be fixed as soon as possible. I tried with others browsers and all is okay, no stutter.
Edit: Well i tried this and it kinda fixed, go to "vivaldi://flags" and Disable:

I think I'm having the same problem. All videos except 1080p60 play fine. Load the same video in Firefox and everything is silky smooth. I'm also using Win7 64-bit.

having the same problem. Youtube video keeps dropping frames after opening a new tab .So I went back to 3.2.1967.47

Same problem here. Still not fixed in the latest version.
I tried the workaround posted by @Julian8794. Looks good for now but I don't know if this will fix it completely because sometimes videos played smoothly but after a while the stuttering started.
Edit:
Didn't help. Videos are still lagging. -
It seems chromium/google does not vet the varying hardware specs very well.If individual specs are taken into account then there should be no reason to disable or enable flags etc for functionality.
I find mozilla handles this much better. -
It is definitely not a graphics cards driver issue. I uninstalled Vivaldi and then installed version 3.1.1929.48. No lags or anything in this version. Now when I update to 3.3.2022.26 or a higher version the lags are back.
