So these two processes you're referring to here, they are the problem? Because one of them is the crashpad-handler, the other is the network service, both are regular Vivaldi processes. And they both have a parent PID of 5000 - I assume this is the defunct process?

https://vivaldi.com/bugreport/It's most likely your old OS, but (far as I know) Win7 is still supported by Vivaldi, and others are running it without such problems. But a lot of the problems we see here are from Win7 users and there will likely be more as time goes by.
Maybe something on your system is causing the issue, do a
tasklist /svc > %documents%\tasklist.txt
Find the txt file in Documents and share it somewhere. -

Avast Antivirus engine
Have you tried disabling Avast temporarily to see if the problem goes away? I run Avast myself and have no problems but it might be different on your system. You could also try to add Vivaldi to the exceptions in Avast and see if it helps (Avast Settings > General > Exceptions).CCleaner
CCleaner has been known to cause issues with browsers, mostly because users don't understand how it works (deletes cookies...) It shouldn't really matter for your case, but try turning off the always-on service (it's only in Pro version I think)Google Crash Handler

https://www.winosbite.com/sdxhelper-exe/There's a huge lot more, but this is a Lenovo laptop and they are known for bundling all kinds of (mostly) useless software on their systems. Hard to know what can be removed without issues.
The point of this exercise is to exclude any other software on your system that might interfere with the running of Vivaldi. A lot of security/privacy applications have built-in whitelists for browsers like Chrome but not for Vivaldi. Some of them will intercept the launching of applications to insert their scanning code and might crash or cause different issues in other software.
Cleaning up unnecessary software is also good for the performance of your system

Thing is with exception of jumpshare, I have not installed new applications/programs on my computer in a very long time. Hence, they were never part of an issue.

It's nothing to do with what I think is better. The point is to exclude as many programs from your system as possible to maybe fix the issue.

Use Shift+ESC or Menu > Tools > Task Manager to show the Vivaldi task manager. There are several utility and helper processes, this is perfectly normal.
In your last tasklist you have only one
vivaldi.exe. Does this mean you've killed every other vivaldi process? No wonder you have issues...
Like I said, modern browsers like Vivaldi (also Chrome, Firefox, Opera etc) use a multi-process architecture. This is for performance and stability reasons. If one process crashes, it doesn't bring down the entire browser.
So this was the problem all along - you were killing these "extra" Vivaldi processes causing them to lose their parents and be "zombie processes". Please don't do that again

Sorry - after I closed tabs.
And tried to close the last tab and unable to do so.
(I just checked the tab display and the display close button is check marked)
I then looked at the processexplorer and saw all the vivaldi.exe which is in that list.
The reason the next time it is just one is because I force closed the ones I could.In ref to psiservice_2.exe - when I search for it on my computer, it is ref as:
License service
C:\program files (x86)\common files\protexis
created march 11, 2010 which is about when I ordered the computer.
Stating access denied when trying to stop it. -

csrss.exe is to be left alone --- and access denied anyway
looks like psiservice_2.exe. is tied to it. I think.. ??? -

Then this is probably some other issue. Maybe caused by you killing the other processes (which you should not do).
Did you examine the Vivaldi Task Manager to understand why there are so many processes?

You need to find the uninstaller for this service. Is it not in Control Panel > Programs and Features?
