That's ambiguous too. The keyboard shortcuts dialog sounds like the cheat sheet. The the keyboard section of the settings dialog is where one needs to be top modify the shortcut a. That's why I asked how @MindStateTrain was accessing it, to remove any ambiguity.

That's a political correct way to say it, fact is that it's actually ignored, it was working before 1.5, the bug was introduced and never looked at it despite the multiple reports, as I said in my 2016 post linked in my other reply.

Uh? The contrary. The problem exists exactly for those using the US keyboard, and probably even other like russian, as @Den_po who is russian, fixed it in his Vivaldihooks set of mods, else he wouldn't even cared, I think. And it's a SINGLE line of javascript code that forces the correct keycode.

@iAN-CooG Thanks for the info. I also tested on Win 10 and its the same result. On that PC I have a different keyboard connected and numlock needs to be toggled to work for keys like using numpad 1 and 2 to go to the next tab by order.
There's nothing strange with it, the numpad keys without numlock act as cursor keys, and the shortcuts for changing tabs are ctrl+numbers, use the numbers on the normal keyboard above the letters.
I checked both the settings and control panel for Win 10 and didn't find anything about changing the keyboard layout.
In win7 control panel it's in the regional/country settings, a tab for keyboards layout in it lets you add multiple layouts and they can be even switched on the fly with a key combo if you leave multiple layouts active. I can't help with win10.

Are we talking only about hardware, or Windows keyboard layouts? Can't US users solve the problem by selecting the US International keyboard layout?
Wikipedia says:
The US International layout changes the ` (grave), ~ (tilde), ^ (circumflex), " (double quote, to make diaeresis), and ' (apostrophe, to make acute accent) keys into dead keys for producing accented characters: thus for example ' (release) a will produce á.
If I switch to my customised keyboard layout that is based on the US International keyboard layout, I can assign grave accent or shift+grave accent to commands.
