Change mouse wheel click binding

When you click the mouse wheel, it brings up some circle thing that lets you scroll up or down way faster than a normal wheel movement.
Problem is my mouse wheel click is not working anymore and I'm used to its functionality in the browser, is it possible to change the binding for that function to another key instead? Like mouse 4 or 5 since I don't really use those keys at all.

@Kikey if you have a mouse with more buttons, it might be easier to use dedicated software for remapping mouse buttons. then it could work in every program.

E.g. My corsair mouse uses software called iCue, which lets me do exactly what you are suggsting.

@Kikey I had similar issues: one mouse would not reliably register middle-click for fast scroll, while my wireless mouse was difficult to use for mouse gestures due to a dodgy right-click. I now have a new mouse that cost less than £10 and the problems are gone.

Mice can get very heavy use, if they last for five years they are doing well.
