All extenstions lost when open Vivaldi after Windows 10 reinstallation

I have to reinstall my windows 10, then I started Vivaldi which installed as standalone version in previous Windows 10 installation, I found bookmarks, history, tabs sessions are there, but extensions are not, they are all gone.
I logged into Vivaldi sync, and tried using it to restore extensions, but it doesn't, even current and previous settings are "sync all data".
Now, if I want continue using Vivaldi, I have to reinstall each extension one by one, not to mention those settings of them, I will be really painful.
I also use portable version of Google Chrome and Firefox, I tried those, they're all fine, all data (history, bookmark, extensions, etc) are there, just like the status I closed them in previous windows 10 installation.
Does anyone have same experience? How to restore extensions? Or, how to backup extensions and restore them under new windows installation?

@kkjiang Your extensions (though not necessarily their settings) should be being synced.
It may take time for them to return.
Passwords and extensions are in encrypted files, which can only be read by the instance of Vivaldi that created them, on the same Windows user profile that created them. Reinstalling Windows destroys your Windows user profile, and so Vivaldi on the new profile cannot read the files created by Vivaldi on the old profile.
If you had a full upload from your old install to sync, you should be getting your extensions (though not necessarily their settings) back via sync. Same with passwords. If you are not getting them back, I can't think why that would be.

@Ayespy I think I found the problem - the internet connection, my network can't access the chrome extension store without using a proxy.
After I configured nework properly, I tried to use vivaldi access chrome extension store, I installed a extension I used to use, then I found all extensions I installed before start showing up one by one, also their settings.
I guess the Vivaldi sync mechanism only sync the extension ID and their setting, the extensions need to be installed via chrome extension store. If chrome extension store can't be access, the restore process stalls, till network connection being recovered.

I've noticed this has changed.uBlock settings (specifically), are kept after move the Profile.
Maybe it happens on some and not all. -

That's right.And Extensions out of Chrome Store can't be auto reinstalled, you have to keep the link or .CRX and do it manually.
