Any way to make ctrl+shift+t open all old tabs like they do work in chrome?

Since it, don't work the way and usually restores some random page from past.
Plus that dustbin icon also doesn't have the way to directly restore session. -

@Ayespy more like the tabs that were opened in the browser before I used the cross button to close whole browser. Those tabs

@EvilSpark So you don't have your browser set to open with previous session, but you would like a key combination to open the previous session, if you started without it. Do I have that right?

You can save each session before you shut down, and then be able to reopen it when you're in another session, but if you don't have the browser set to startup with "last session," and don't save a session before you shut down, those tabs are gone. They are not saved anywhere.

Ctrl+Shift+T
works the same as Chrome with the exception of restoring the last session. It reopens the last closed tabs in the order they were closed.Vivaldi's approach to sessions seems more robust. You can have sessions with names, save multiple sessions, and not worry about your sessions disappearing like Chrome's history menu option eventually does.
If you want to reopen tabs from the last session after you start the browser, Vivaldi's solution is to startup with "Last Session." I am still confused why this option doesn't work for you. It sounds to me like what you are describing.

@EvilSpark Vivaldi's concept of handling sessions is different from Chrome's. Vivaldi gives the user control over sessions, which Chrome does not have.

If not using the Startup with Last Session option, one can Pin tabs to reopen them next time.

@Pesala It seems the user wants to start with NO tabs - and then at some later time, revive a prior session.

To me, seems more useful to just set Vivaldi to reopen with last session, and close all tabs if they're not anymore needed at the new Vivaldi startup, with Close Other Tabs or Close Tabs to the Right. Win-Win.
