Reload Page Does not Go to Anchor

Follow a link to an anchor on a webpage
Scroll back to the top of the page. The address bar still shows:
http://www.softerviews.org/vivaldi.html#SignificantBugs
Reload the page.
Why doesn't it relocate to the page anchor? Is this a bug?
Edit: The behaviour in Firefox is the same, and in Vivaldi 2.11 Stable, except that in Vivaldi 2.11 the URL shows as
http://www.softerviews.org/vivaldi.html
in the address bar. -
@Pesala I think this is a bug as it works in firefox. Have you reported it?
Edit: I see it doesn't in chrome either, it may need to be fixed upstream.

Why doesn't it relocate to the page anchor? Is this a bug?Maybe this is related to the "scroll to your last position on page" function? If you go to a long page, scroll down a bit, and refresh, you will find yourself in the same position on the page after the refresh. This also works for some pages with infinite feeds.
If you go to an anchor, scroll away a bit, and refresh, the same feature probably kicks in and scrolls you back to the last location you were at before the refresh.

I expect Refresh to retain the current view position, so for me it works okay.
What doesn't work as expected is the following. When I press Enter in the address bar, even without editing anything, I expect it to jump to the fragment id.

Still the same behaviour here, and in Firefox.
