Is Vivaldi gone crazy ? High memory usage

But 98% of my memory is taken is Windows Task manager, someone can explain ?

There must be something else going on.
I am running on a laptop at between 0.2% and 3%. 3 to 5% is about normal for me (using Windows Task Manager) unless I am researching and have V open several windows and tabs and another Virtual Window.
Use SysinternalsSuite's procexp.exe or procexp64.exe if you are running 64 bit to see what is going on.
Also check the Autoruns.exe (Autoruns64.exe) to see what has started on your computer without you realizing.
There are also several Command Line utitlities you can run from Sysinternals Suite to monitor processes. -
There's not much to be seen in your screenshot, except that your OPGG extension consumes a lot of CPU, possibly making the network service consume much as well. You have a lot of extensions so this in-built task manager takes some time to display the RAM usage, give it some time or use greybeard's suggested tools above. (personally I use process hacker, which I find better)

As was mentioned, you've got a lot of extensions running. There are a few things you can do to reduce their impact on performance.
First, you've got some redundant extensions installed. With uBlock Origin there isn't really a need for any additional blockers, with the exception of uMatrix. If you have both of those extensions then there's definitely no need for any other ad & tracker blockers. So you can uninstall Privacy Badger, and possibly WindScribe unless you're using that for the proxy instead of the blocking. That'll both increase your performance and decrease your fingerprint, win-win.
You can disable a lot of extensions during the normal course of browsing and only enable them when they will be put to use. For example, The Camelizer only needs to be enabled when your shopping on Amazon. There are several ways to do this easier than loading the typical extensions page. One option is installing the Advanced Web Panels mod (available in the Notifications category of this forum) and create a panel for the extensions page. There is also an extension manager extension, [available in the chrome store][1], developed by a member of this forum. I actually use both approaches.
Depending on what you're using tampermonkey for, it could be disabled most of the time, keeps is another one, there are a couple others too, play around and see what works for you to lighten the load on your system.
