I want to import bookmarks and can't figure out how to do it.

First, I recommend updating to latest snapshot (currently Snapshot 1.0.279.3)

Look under menu [File->import data]

I finally figured out that Vivaldi by default hides the menus under the icon in the upper left hand corner of the screen.
At one point I saw a link to the latest build on the site, but I couldn't find it again and had to do an internet search for it.
Also, the about page is blank. The download link for an official build doesn't give any indication of whether it is 32 or 64-bit either.
The blog offered a place to download a latest build, but after I installed and ran it, it said there was another newer build available. I closed the main window and it closed the box that said an update is available as well. That's just bad form.And now it put the box underneath the browser window.

Menu under icon - yes I probably should have mentioned that, but I thought that was pretty standard; my bad, sorry.
I gave you the link under Teamblog ( https://vivaldi.net/blogs/teamblog/ ); perhaps you didn't notice.
On going to that page, click on the "read more" box and scroll down for all the available builds (O.S. and 32/64 bit).Please note - the "latest builds" are the snapshots. There is also a link to the "Test Preview" but that is now an out of date version.
As stated the current/latest snapshot is version 1.0.279.3 -
A couple of things to note (just in case you haven't figured all of this out yet):
Internal pages are broken right now and they have been for a while. I can access the about page in my version, but that may not have been the case in previous versions.
Like TbGbe said, you can download the most recent version of Vivaldi from their blog. And the most recent version is (1.0.279.3) as of this post.
You can use a classic "horizontal" menu bar by going to view > Horizontal Main Menu
or
Settings > Appearance > Main menu type > Horizontal Menu -
The import function is under Menu/File/Import Data. If the browser won't directly import from the browser you select (in some cases of huge bookmark files, Vivaldi freezes or times out), you can export the bookmarks in that browser to an HTML file and import the file.
