Plasma5: Window size gets locked

Dunno why this happens but it happens often enough to report that the browser window size gets stuck or locked, only way to unlock it is maximize then restore, now you can drag resize the window.
This is likely not a issue for low resolution users (1080P) since its already maximized, but for us who use 4k screens and have multiple windows open/happening, its a pain.

This still happens with Plasma 5.12+
My current configuration is POP!_OS with Plasma5 installed (not a big fan of gnome).
I cannot remember if this issue happens under Gnome, I'll try and test it out sometime. I'm not sure exactly what triggers this state to happen yet, could be just time related, could be screensaver(blank/logout) related, or even playing a fullscreen game may trigger it once returning to vivaldi.
More testing is certainly needed, I really hope others come forward about this issue and what specific scenarios trigger it for them (if any)

PS. I do not know how to view bug reports publically.
PS2. I might use Brave browser for a little bit, it's so similar (except new tab page sucks), if its a chromium bug then surely it will suffer the same problem.

I'm not going to disable composite for the desktop to solve this problem, why?
So far Brave browser doesn't have the bug, its using Chromium 78.0.3904.108.

Both Vivaldi and its snapshot have this issue, its specific to vivaldi and NOT chromium because other based browsers don't have this problem.
Not sure why this isn't moved to TOP priority fix!

Slightly annoying - it means Vivaldi has no hope to get in as the default on my desktop.
I found Firefox is pretty sweet now - with the extension 'open with...', to go into a Brave, Vivaldi, or an evil (Chrome) session if I need the autotranslate (for local shopping/school websites in Thai)...
I'm loving KDE, plasma5 and kwin are awesome, but it's annoyingly different to other managers.
There's another simple workaround... as I use 'easystroke' mouse gestures it means my old desire to use Opera mouse gestures many moons ago expanded. So now I have a gesture for toggle maximise... I can do that twice if I need to resize.
So the best gesture (not taking over the desktop if my son's watching TV in the corner) is for 'toggle vertical maximise' which I generall use anyway. After that, I hit my 'thumb' button which grabs and resizes the window normally.
So there's your workaround. No mouse gestures, remember shortcut for toggle maximise vertically before you hit the resize key. Best have it on a mouse gesture, because clicking around edges to move and resize windows is something I haven't really done at all since maybe 2010.... you troglodytes :")))

As someone who stills happily gets by with just a couple of UXGA 24" LCDs, I can't say I've fallen victim to this conundrum myself. I do, however, manage to stay fairly current on development matters on planet KDE, even contributing where I can, and I was wondering if anyone suffering with this bug has tried adding any or all of these environment variables to their PAM environment files (/etc/environment or $HOME/.pam_environment)?
- PLASMA_USE_QT_SCALING=1
- QT_AUTO_SCREEN_SCALE_FACTOR=0
- KWIN_DRM_USE_EGL_STREAMS=1
Apologies for the shotgun approach at a solution, but since I haven't had to troubleshoot it myself, I can only relate the solutions I've seen discussed by others for other bugs of this nature.

Same problem with OpenSuse 15.2 (Plasma 5.18.5, Nvidia 450.750 drivers)
Leap 15.1 had same problem and can confirm Manjaro does also.

Another option for people who don't want to disable composite is to have Vivaldi "Use Native Window" Does add an extra title bar to window however.
Its under setting / appearance.
