Heavy Mouse pointer/cursor glitching on Surface Book 2 15" (Windows 10 1903 x64)

Hello,
The pointer in Vivaldi is heavily glitching on my laptop: it moves randomly during any mouse move.
Generally, it looks like this:
These spirals are drawn slowly using several mice on:

The black strokes are drawn using Logitech Anywhere 2s except the last row is using the built-in trackpad of my laptop. The Edge is the old, built-in, UWP-like Edge instead of the Edge of Chromium. The Chrome is Chrome Canary 79.0.3933.1 x64.
Details about my laptop:
Vivaldi: 2.8.1664.40 (Stable channel) (x64)
OS: Windows 10 OS Version 1903 (Build 18362.356)
JavaScript: V8 7.7.299.11
Laptop: Surface Book 2 15" i7, 16G RAM, 512G Storage
CPU: i7-8650U @ 1.90GHz
GPU: NVIDIA GeForce GTX 1060 6G / Intel UHD Graphics 620I don't know if it is a Vivaldi related or OS related bug, but honestly, it is quite annoying.

Additionally, the "enhance pointer precision" setting is off on my laptop.

Further testing:
I've tried to change the DPI back to 100% instead of 200%, and tried to change the resolution down to "regular" 1920x1080 instead of the original 3240x2160, but this issue persists.
Also, disabling all installed extension does not help - the issue can be replicated in private mode.
I did not use any of starting parameter, and turning on the compatible settings (to Windows 7 or Windows 8 ) also does not help.

Not exactly. The Bluetooth mouse is the one with the heaviest impact. With USB and trackpad the glitch is still noticeable, although it is too small to affect daily use.
