Characters blurry in many parts of browser - does not happen with Chrome

Hi all,

I'm having continuing issues with portions of the Vivaldi screen being blurry. I'm running Win 10 latest build, have an NVidia 660M w/2gb, 16gb and 2 tb disk. My Vivialdi build is 2.8.1664.35 (Stable channel) (32-bit).

When I mouse over the blurry bits, they seem to clarify. I can't put and exact set of circumstances in which this happens, but as I type, my address bar has gone 1/2 blurry, then the entire section of the browser has gone that way. Nothing else on my screen has this problem.

Any thoughts?

@dieseldonx Page Actions, Filter Obscure would do this, but the effect is very obvious. The text is completely unreadable.
