Address bar and Status bar icons disconnect!

This icon disconnect has been happening occasionally since I mentioned it as an aside in April 2019:

My particular issue is that my eyes suck, and reading is only fun with the Tranquility or Just Read extension reformatting the page. I open a page in a new tab, tap the Tranquility icon (yes, I'm using touch on a Surface Book), it highlights so the hardware is working, but there is no response.
Once it is happening, none of the Address bar and Status bar icons work. None of my extensions, but also no Home, Reload, Back, Bookmark, Reader View, and no Panel, Sync, Screenshot, Sync Tabs, Closed Tabs, or any other toolbar function. Except dragging the Zoom slider does work. Reset Zoom does not. The actual address in the Address bar is still live and can be edited.
The right-click functions of some extensions do still work, and they do highlight normally when left-clicked. But none of the left-clicks trigger any action!
Once this disconnect happens it seems to affect all tabs including new ones, and survive any display manipulations. The only solution I've found is to quit and start over. I have no clue what triggers it, but I never notice it while using keyboard and mouse in my daytime work, with extensions other than Tranquility or Just Read. It always seems to happen when using touch, reading pages linked from eMails ("Open in browser"), and trying to get them reformatted for comfortable reading. The new page displays normally, but suddenly all the icons are disconnected.
Does anyone else see this?
Is there some deep debugging strategy I could explore when it happens? Some way to watch the process of responding to toolbar buttons?

The failure of address bar left-click actions keeps happening whenever I'm using my Surface Book with pen or touch and no actual mouse. Works a few times, then requires a restart of Vivaldi. I've been studying the Console log...
First of all, is there some way to add timestamps to the log? Seems like a most basic feature!!!
I have no idea when this error log begins, but it clearly includes at least half a day, as marked by the excerpts from history I've inserted into it.
There are some errors shown but I don't see anything obviously relating to the address bar click problem. Unless "Extension manifest must request permission to access this host" applies.
Is there some other tool here I should be checking when the problem appears?

@LorenAmelang Hi, first of all, you should report this, as it's clearly a special case for users of touch/pen devices. It might be a known problem, but it might give the team more data.

You can assign a hotkey for it (I use Alt+R) and I find there's no need for an extension to do this -
Just filed reference VB-59488.
Wish I could use Vivaldi Reader Mode, but my vision is so bad I need huge type - like 60 point - and it doesn't go nearly large enough. Tranquility and Just Read give me the extremes I need.

Ctrl+W closes all tabs?
I have no idea if this is related to the icon disconnect problem. I see it in the daytime while using keyboard and mouse, so maybe not. But I do use touch scrolling and occasional tapping then, so maybe so.
I hit Ctrl+W to close my one most recent tab out of several, and all tabs instantly close. A completely empty window, with the solid fill color of my new tab page which is always the last tab in the close sequence, remains under the "Close All" verification dialog.
As with the disconnect issue, it seems the only escape from this Ctrl+W change is to quit and restart Vivaldi. Immediately goes back to closing a single tab.
Are there tools to debug this?
