Vivaldi Task Manager - how is PID CPU usage calculated?

I've been looking at the CPU usage of tabs when performing video playback for instance, and notice that the values given in the Vivaldi Task Manager are inconsistent with the values in Windows Task Manager and Process Explorer.
For instance, playback of a YouTube video, Vivaldi shows a CPU usage of at times 40-50%, while the same PID in the other tools show much lower values, about 4-5%.
Example below top to bottom, Process Explorer (4.40%), Windows Task Manager (4.9%), Vivaldi Task Manager (37.5%).
Does the Vivaldi Task Manager not take into account multiple cores in its calculations? I think it might be confusing to users who might think a process takes up much more CPU than it actually does.

I would guess not. It's not a system-level task manager anyway.
I have seen instances where usage ends up exceeding 100% as well - it's probably bets not to trust it for absolute values, just to get a quick overview of what tabs are using most resources relative to each other.
