web pages won't load, time out, but only in vivaldi

Working on Windows 10 64bit. I had to reformat the C drive a few days ago, due to other problems. Since then Vivaldi is nearly unusable.
I started with a clean install of Vivaldi, the latest version downloaded directly from their website. I have signed in with my profile and bookmarks and settings have been synchronised.
Most web pages refuse to load most of the time. I get "This site can't be reached" and the error is "ERR_TIMED_OUT".
If I load Internet Explorer or Microsoft Edge on the same computer and go to the same URL they work instantly.
I have no problems running Vivaldi on a Windows 10 64bit laptop on the same network, and was using Vivaldi very happily before I had to reinstall Windows.
I have disabled all extensions. No difference.
No 3rd party firewall software installed.
There does seem to be a random element to this problem, sometimes Vivaldi will load pages normally, but most of the time it won't.
Any advice on how I can try to diagnose this problem?

More results. I have VMware workstation installed on the problem machine, so I have now installed Vivialdi into a Windows 10 VM on the problem machine.
Very early results, no problems at all inside the VM. So the problem is somehow related to the host OS settings, not the network outside of the machine.

you formatted did you check the date and time ??? believe me having the wrong date or year can cause that problem too

Good thought, but sadly no. The date and time are correct, and no certificate errors, as I would expect from the wrong date and time. Most of the errors are just "timing out" errors, even with a fast and reliable connection. And only in one browser.

Thank you, that was the sort of test I was looking for, to confirm one way or the other where the problem is.
With the directory renamed and Vivaldi loaded, in a clean default state, I get the same problem. I just don't know where to look in Windows for the problem.
No 3rd party anti-virus software or firewall. No proxy server configured. No VPN installed, but I do need to install one soon. I am holding off on that since it's another variable to consider.
So time to try prodding the built in Windows firewall and anti-virus. Next step, another format sigh

I have this exact same issue. But in my case I didn't do any format or anything that could have caused this. It just started one day.
Things I know so far:-
renaming the profile directory and starting Vivaldi with clean profile and no extensions didn't solve the problem

downgrading to previous version didn't solve the problem

in Firefox, Chrome, Explorer and Edge everything works just fine

the pages won't usually load on the first time and throw ERR_TIMED_OUT but after refresh they do and afterwards pages on that domain seem to work ok
I'm kind of desperate here...... no solution for this?

As I wrote before, I tried downgrading, this counts as reinstall. After that I reinstalled again with the latest snapshot. To no avail. No antivirus, no firewall. The behaviour is rather strange, never have I encountered something like this. I ran Malwarebytes Antimalware and AVG scan (installed just for this one scan). Tried fix with Cryptographic Services. Nada. -

I have exactly the same issue for a long time now, at my work computer. Yes, we have Kaspersky antivirus enabled, and VPN, but it is not issue. Chromium Edge works fantastic quickly. Few builds this issue was gone, then it appeared again. We have two company domains, and first access to the any page of domain fails with ERR_TIMED_OUT. After that, page works correctly for some time.
I tried fresh install, without any extensions, without loging to sync. Just pure default installation. ERR_TIMED_OUT, Chredge no problem.
I have opened bug from September - (VB-49950) Error timed out occured when navigating first time on pages (with VPN or without), but during mail communication I got reply that Not reproducible. If someone know how can I do some trace/logs to see what it is doing when loading page, and where it is hanging.

It's the same for me. First access to certain pages fails with timeout, after that for some time they work. Week ago it worked perfectly fine, in the meantime nothing changed (obviously something must have, but it's not apparent). It's driving me crazy.
I tried and you can too, make some logs with vivaldi://net-export
But nothing there to see for me.

Well, you certainly have a lot of extensions, I count 46
I'd start by disabling them all. Yes, even if you've tried it before. Make sure they are all disabled, and restart Vivaldi afterwards. Maybe also go through and remove those you absolutely don't need.
Extensions account for at least 90% of issues with browsers in my experience...

Yes, I do have a lot of extensions, but half of them is disabled and as I wrote - tried disabling them all, tried blank profile with no extensions whatsoever. No difference.
I even created completely new user profile in Windows and installed Vivaldi fresh. Same.
This could be a problem worth investigating, consider a situation where new users want to try Vivaldi, they download and install it and from the scratch, it's not working.
They immediatelly uninstall and forgot, they don't care like us, long - time usersThere must be a problem directly related to how Vivaldi connects to pages, maybe something related to SSL and certificates.

@tw9 It's probably not Vivaldi. More likely, it is 3rd party security software (some of it tries to pretend Vivaldi is dangerous) or a graphics driver. Have you tried visiting vivaldi://flags and turning off hardware acceleration?
Have you tried disabling or temporarily uninstalling security software?

Looks like the issue is solved by turning off TCP/IPv6 protocol in network settings.
Have no idea how it got on.
However, other browsers didn't have a problem with this, so there must be something Vivaldi does differently.Anyone having similar problem, try turning off TCP/IPv6 protocol in network settings

@tw9 Oh, that's too bad. I have IPv6 turned on and don't have these issues. Also apparently IPv6 is required for Windows Update to work, I had issues with it some years ago as I had it disabled.
Maybe the browser thinks it can use IPv6, tells the site, but your router or firewall etc. doesn't support it? Then again, that would hit me too, as my router is ancient
Anyway, glad it works for you now. Hope it doesn't cause any issues down the line

@Gwen-Dragon I don't know if Vivaldi has or has not problem with IPv6. I'm just providing info what action did solve my problem. After few hours of testing I can say the problem has been solved completely. If it was router related issue how do you explain other browsers having no problem and also Vivaldi in virtual machine on the very same computer running fine too?
It is definitely Vivaldi specific but I'm not saying it's Vivaldi's fault.
More probable is some OS setting affecting only Vivaldi..... Later I'll try turning IPv6 back on again and we'll see. -
Today I tried to work with Vivaldi at my office, and after looong time no issues occured :). I didnt change anything. So, what is happening here.

Well I ran into the same problem today. I'm on (Arch-) Linux and have Chromium, Firefox + Vivaldi installed.
For some webpages, like the ElasticSearch-Docs site (e.g. https://www.elastic.co/guide/en/elasticsearch/reference/current/analysis-lang-analyzer.html) Vivaldi takes very long to load (1 Minute?) while the other Browsers open the page instantly.I noticed in the Dev-Tools it seems to be a timeout-problem - Vivaldi waits for an extended amount of time for sites to respond that will eventually time-out.
Since I use Pi-Hole for Add-blocker and Anti-tracking, it this happens quite frequently that 3rd-party sites are blocked. Those abort immediately in Chromium + FF, but take a long time to time-out in Vivaldi.Anything one can do here? I mean, it's a constant annoyance.

Please open a new thread in the appropriate forum (Linux), as your problem could be completely unrelated to the original issue, and needs to be investigated separately.
Also, have you tried the various suggestions already mentioned in this thread, disabling extensions, IPv6 and so on?
FYI that docs page loaded in a couple of seconds on my system.
