YouTube notifications not going away by themselves

So, I've been having this problem for quite some time (so it's absolutely not related to latest Vivaldi), but thought I would finally post about it here.
As the title says, the notifications from YouTube are not going away. Or if they are, it takes a really long time (like 10 minutes or so). Once they show up, they stay on the screen until I click on them to go away. Every other notification that pops up (FB, Gmail, whatever) just disappears after like 10 seconds or so, but YT notifications persist.
I'm talking about the notifications that you enable/disable on YT in Settings (Vivaldi shows up as Chrome there). If I disable them there, then it obviously stops it from happening, but I also get no notifications.
I'm running the latest snapshot currently (but see above, not exclusive to this version of Vivaldi at all, been happening forever) and Win 10 1809.
Any suggestions? It's kinda annoying, especially if the notifications sometime pop up say during a movie or while playing a game (because the Focus Assist also doesn't seem to be very reliable).

I can confim the YT notification got stuck in the Desktop and requires a click on it to disappear.
