Vivaldi displaying wrong time (time zone)

I've noticed in the last couple of months that time stamps on various sites (gmail, disqus) etc. are about 10 hours off. For instance, an email that I got 1 hour ago is displayed as 11 hours ago.
Been using Vivaldi for 3-4 years, never had this problem. I've built a new system this January and installed Windows 10 (for the first time), I can't remember when this problem started but I can't recall having this on Windows 7 and earlier Vivaldi builds.
Anyone knows what's up or how to fix it?

I'd like to add, that proper time/ time zone settings are applied in Windows 10 (manually)

FALSE ALARM! I fixed it. Really weird Windows 10 behaviour:
"Set time zone automatically" was off. The drop down menu below it was greyed out. It was greyed out at some US time zone setting. I turned it on selected the proper time zone, and turned off "Set time zone automatically" again. Seems like despite being turned off, the factory setting of US time is still applied. Really weird.
Further adding to the mystery, my OS time was accurate, yet it wasn't synced with the browser...
I'm really sorry, I should have checked before posting. But the thing was greyed out, who would have thought that it's still applied. :S

I have a problem with timezone. My own zone UTC+03:00. Displayed UTC-03:00.
Wrong time in history, toolbar, timestamp in discord etc messengers.
System is Windows 7 SP1.
Browser version 240ce41835957243f3c94b0b857c0f4344bcecd3 3.6.2165.34 (Stable channel) (64 bit)
Can somebody help me? -

Settings in windows is UTC+03.00. Windows displays time correct.
Nothing changes many years. Except I update my viva;vi browser 2 days ago. -

Europe/Moscow.
I can understand if it was +/- 1 hour, but not 6. -

You asking about browser? I only have
General > Language > Preferred Date and Time Format
And there is same like in toolbar.
Now is 12.55 My System time (correct) is 18.55 -

News - I have changed my timezone in windows to UTC+04.00 and after click on time in toolbar of browser and it became correct! After this I change timezone back and it became correct.
There seems to be a problem with the browser reading the system timezone. -
