[Developer tools] CTRL + SHIFT + I doesn't go into inspect element mode

Hi all,
The keyboard shortcut in question should open developer's console and go into 'Select element for inspection' mode (small arrow-square icon in the top left of the console). Unfortunately it doesn't happen if developer's console is closed and not in focus, so the only way to quickly inspect element is to right click and select 'Inspect element' despite that doing this you can notice a hint to hit CTRL + SHIFT + I.
It works when developer's console is in focus and pressing CTRL + SHIFT + C.
I am using Vivaldi 2.1.1337.51 on Fedora 29 Cinnamon. I can't see any OS keyboard shortcut bindings that could interfere with this.
Do you guys have any ideas?

@dborowski Ctrl+Shift+C is the default shortcut for "Copy Text to Note."
Ctrl+Shift+I is shown on the page context menu as the shortcut for Inspect Element, but as you say it does nothing. Inspect element is not listed in the Keyboard commands.
The shortcuts used in Developers' Tools are separate from those used by Vivaldi. F2, for example, does not work to show the Quick Commands Dialogue when Developers' Tools are enabled, but another shortcut like Shift+F2 works fine.
In brief, it's a bit of a mess. You could submit a bug report, but I suspect that the issues are well known to the developers.

Yes, in Tools/Settings/Keyboard - Window :
Ctrl-Shift-I is listed as Developer Tools and not Inspect Element (alternate is F12)For me it does open the Developer Tools.

I forgot, I changed the shortcut to Ctrl+Shift+D.
