Help me bring back download notifications & access to previous downloads

I am not seeing any download notification at all, in a panel or in the lower left corner of the browser window. I was seeing the corner notification up until recently. I’m not sure what I checked, but I must have checked/unchecked some option or another and can’t seem to get it back.
Ideally, I’d like to be able to view previous downloads. Usually I am at the laptop when it finishes, so I can just click on that lower left corner popup, but if I go take a break and come back, I’d like to be able to quickly access my downloaded file within Vivaldi. How can I do this?
Also, I would like those “finished download notifications” to start appearing again.
My current download options from within Vivaldi’s settings, the Download tab:

@paulri do you use Windows 10 by any chance? If so, do you have the "action centre/notification centre" enabled?

@paulri Right-click on the Panels Toolbar to see a list of completed downloads. Sort them by name, type, date finished, etc., by clicking on the header.
My panels are on the right, but the default is on the left. The popup notifications appear at the bottom right corner of the Vivaldi window.

Right clicking on the panel toolbar. Now that was just too simple.
OK so I can easily access my downloads. My panel opened up on the right, which is fine--I have my tabs on the left and don't want it to interfere.

Yes, I'm on Windows 10.
For some reason the download notification in the left corner came back.
OK now--this download panel stays visible, even when I'm clicking elsewhere in the browser window.
Is there any way to get it to automatically move out of view?

OK I just realized that I'm only getting the popup download has completed notification, if the download panel itself is open. As soon as it closes, the popup no longer appears (for any new downloads).
I don't appear to have any special Windows 10 notification center settings for Vivaldi enabled, but at least until a couple of days ago or this morning, I was still able to see the completed download popup.
OK perhaps I can just uninstall Vivaldi & reinstall? THis appears to be buggy behavior that is probably not typical for Vivaldi.

Thanks. That takes care of the panel staying open.
My download popups are in the left, not sure what I ticked but I am just fine with that. OK it looks like popup notifications are back, and the panel dissapears.
Thanks Pesala, a big help as always--well except for that time you told me Alt+F4 was the solution to a problem I was having with a browser you didn't like :).
