I suppose it could be useful for some users to choose whether or not to see the title. And if not, to merge both of the top rows into one when tabs are on the bottom.

@m10am No, it's not extra. When the tabs are on the bottom, left, or right the Window Title Bar is still needed at the top.

If the tabs are at the top they can overlay the Windows Title Bar.
