Odd blurring effect on my browser even though I'm focused on it and currently typing something.

I've been using Vivaldi for about a year now, and i've recently had to update Windows to 1803. Along with the odd issue while maximizing where it wouldn't take up the full screen, sometimes parts of the page would start to blur if i don't do anything with my mouse for a while. This seems to only happen on Vivaldi, as i haven't seen this issue on any other windows. The blurring looks somewhat like this
and it can go over an entire page or only part of it. Here's a larger example.
This happens regardless of if i'm tabbed away from Vivaldi or not and goes away as soon as i move my mouse. This is a very irritating issue and i haven't seen anything else about it. -

@pesala No i haven't. I didn't know that menu existed previously.

@gwen-dragon Windows 10, GTX 670 and 1.15.1147.64. I updated my GPU drivers yesterday and that seemed to fix the problem for a little bit, but it came back for some reason. This kind of thing has only happened with Vivaldi, no other applications have been effected.
Also i've disabled all FXAA related settings in nvidia control panel.
