Flash Player PPAPI plug in has poor performance

Flash Player NPAPI plug in does not cause CPU spikes, but Flash Player PPAPI causes CPU spikes. PAPPI Flash Player has always had this issue on macOS, NPAPI used to have the issue about 6 years ago.

Watch a video in low resolution and Flash Player is using 94% CPU.

I have had that enabled for over a decade in NPAPI & PPAPI (I remember Flash Player 7 & Flash Player 8 days).

PPAPI has always been broken on macOS so far, when Opera switched to Chromium and to PPAPI Flash Player, it is the quality that NPAPI used to have 9 years ago (use 90% CPU for a 360 resolution video).

In Chromium I have to disable hardware acceleration as it is not even beta quality (causes the browser to hang and the OS to hang (seen it on macOS & Windows), with Chromium hardware acceleration opening a tab is about 10 to 30 seconds faster). Chromium hardware acceleration has not effect on Flash Player's hardware acceleration. My machine is not low or mid level (I have run 3 VMs at the same time).
