Icon added to applications, however when I click nothing happens.

Startup Icon are located at: /usr/share/application/vivaldi-stable.desktop
Check the file, it must containsExec=/usr/bin/vivaldi-stable

In my VMWare install of Kali Linux, Vivaldi does not start at all. But, running live from USB, it does, just very slowly.
Is your environment a VM?
