Vivaldi Upgrade to 1.14 is broken

I have now seen this on two Macs. After upgrading from Vivaldi version 1.13 to 1.14 on OSX 10.12.6, there are no permissions for group or other, and the usual attribute for new SW, Apple Quarantine, is missing. The result is that only the admin user that conducted the upgrade can run Vivaldi. I tried changing permission (chmod 755), that did not fix the problem. Deleting Vivaldi.app and installing Vivaldi eliminates the problem.

Confirmed! Just installed Vivaldi 1.13 and updated to 1.14. Permissions on the app bundle are all wrong after the update.
