How to enable Popups

Popup windows don't work in Vivaldi, you know the type such as chat support for companies etc. I am sure this is going to be a tick in a box in settings, but I've been through settings numerous times and I just can't find it anywhere.
I don't run a popup stopper so...where is the control please?

Popups are blocked by default.
