Can't download Rufus

Don't know why, but "save as" window appears but nothing happens when i try to download Rufus. Must use other browsers.

Haven't changed settings.
But after reading your reply Gwen, i did set it to save files to default download location. So, tried to download file again and it worked except i didn't get the pop-up window to "save" (which is kind of expected right?). Go figure!

You must be using a download manager this happenes when my download manager does not work.

Only have about 6 extensions.
This doesn't happen to other sites like MajorGeeks, Betanews, Snapfiles etc.
And i don't use a download manager.
Just now, i tested with downloading a file from Betanews and Vivaldi performed as usual.

Not a problem.
Removed everything with RevoUninstaller.
Installed Vivaldi 1.11.915.3 (Official Build) (64-bit instead of 32bit) on Windows 10 Pro 64bit with no extensions - still a no go.

Have succeeded in downloading it in Kubuntu!

Do use Adguard for Windows along with extension for browser.
Still, wouldn't there be a popup notifying about link being blocked?
