Vivaldi on Win10 Pro - tabs are not restored after OS restart

Hello, I have a problem with desctop Vivaldi on Windows 10 Pro.
Actions I perform
- Open Vivaldi browser, open 10+ tabs
- Send Windows Pro to hibernate
- Wake up OS from hibernate
- Reopen Vivaldi browser and work again for some time
- Restart OS (but do not close Vivaldi manually)
- Open Vivaldi browser after restart
What is expected
Vivaldi automatically restores tabs after waking up from hibernate and after restartWhat is really happening
Vivaldi is normally restoring tabs after hibernate. Even if you close the browser.
Vivaldi opens only one blank tab with speed dial after OS restart. Even if you pinn the tab.There is no settings that can set up this behavior so I think this is a bug.
It's really annoying because Windows restarts system by itself when update is comming and you must manually restore all the tabs you need for your work afterwards.Vivaldi "About" tab data:

Perhaps the powersaving settings for hibernation have a bug on your Windows version or a BIOS bug.
I don't think it's a hardware issue because FireFox 54 installed on the same PC restores it's tabs well.
Cant confirm such issue on Windwos 10 x64 Pro 1703. Just tested.
I've tested this issue on the same OS at home and I also couldn't reproduce it.
Does it matter under which user the browser is installed (Administrator/User)?
May be there is some issue in saving the session under Windows user profile or something.Can somebody explain how does Vivaldi stores current session data while working? If it cannot write session or load it agait then does it logs this information somewhere?
Is there any possibility to see the session state file? -

I'm not sure but I think there is some issue with profile directory access rights when Vivaldi is installed in "only for me" mode.
After OS restart session data in profile dir was epmty (no Current* or Local* files at all).I've reinstalled it for "all users" (and manually set installation dir to C:\Program Files (x86)\Vivaldi) and it started to restore sesion after OS shutdown.
