"Enable panel" in Vivaldi?

While trying out this extension, upon launching it, I got the message:
Panel Window has been disabled, to enable it please go to chrome://flags/#enable-panels and search for "Enable Panels", then restart chrome.
After clicking chrome://flags/#enable-panels I haven't found the option "Enable Panels" - could it have a different name in Vivaldi? So that it can be enabled and the extension would be work too?

@Med1aN1ck: Vivaldi has a completely different UI, unrelated to Chrome, and built with technologies that do not incorporate Chrome UI elements. Hence, settings which affect the Chrome UI probably will not affect Vivaldi in any way.

Panel feature has been removed[1] on all non-Chrome OS platforms since Chrome 54 and there is no way to bring it back.

[1] https://bugs.chromium.org/p/chromium/issues/detail?id=467808#c107You should try the built-in Tab Tiling feature in Vivaldi instead. It doesn't offer the exact functionality as the extension, but it allows you to view several tabs in one window.

Thanks Ayespy and Pafflick,
I want to slightly modify This extension, adding the option "stay on Top" and rewind/forward, but what programming experts may one turn to? What's the name for those who tweak the *.js scripts for these Chrome extensions?

@Med1aN1ck I'm afraid you'd have to ask the developer of the extension for these features (I don't have Chrome installed currently but I've tried it in Opera and it doesn't stay on top there either).

@Med1aN1ck By "rewind/forward," do you mean buttons that provide the functionality of the forward and rewind buttons built in to Vivaldi? I mean, I realize they wouldn't work for that extension, but I'm asking for the sake of clarity.
If you know what you're doing, you could edit Vivaldi's own files and add those buttons to the native web panels. Since Vivaldi's web panels do effectively what the first extension you linked to does, it seems like a better solution to me.
Or you could submit a feature request and hope for a native implementation.

No I meant to jump 5 sec. fortward and backward in the video. I don't like the built-in youtube of player because one cannot move it, nor pin it "on top". No, I don't have the programming skills to know what to edit to achieve this. I'd like to ask others to do it for me, perhaps for a modest sum of money, but I've no idea where people with the respective expertise can be found. Do you know any good Chrome (extensions) developers forum? ....

You could try asking on the official Chrome Help Forum, or on the subreddit "Chrome Extensions," or maybe someone here will help.
Out of curiosity, what is the problem with using Vivaldi's web panels to load videos for multi-tasking? As far as I can tell, it would accomplish what you want to accomplish.
