Full Screen (Kiosk mode)

Hello.
There is no information on how to run Vivaldi in fullscreen mode through a shortcut. What is necessary to register the attributes of the shortcut to the browser opened in full screen mode? To open full screen mode on the right site?
Everywhere write only about pressing F11.
But since the point is to use the browser in the information kiosk (touch terminal) which has no keyboard.
How to run in full screen when you start the browser? Or how to run in kiosk mode?
