Unable to add extensions on Chrome Web Store

I can't install extensions from the Chrome Web Store after a profile refresh. The button goes to "Checking" and then Vivaldi hangs so hard it has to be killed in Task Manager. When I reopen Vivaldi, the extension is not installed. I had an issue where the first Vivaldi window was being opened as invisible and the only way of closing Vivaldi was opening a new windows and then close the invisible window. Which means that all my progress was being lost. I followed the suggestion of refreshing the profile, but now I have this problem. It has happened both without my original Login Data and with, because that was only thing I copied back from the old profile, but AFTER I had already tried (and failed) to install uBlock Origin.
To be precise, it's not that Vivaldi hangs, but the whole window becomes unresponsible to mouse clicks, including the "X" to close window.

OK. Now I tried to uninstall Vivaldi to "refresh everything" (including deleting personal data and any profile remnants anywhere) and the uninstaller has been showing me the progress green bar for 5 minutes already.
How do I uninstall Vivaldi manually? This uninstall was started from "Control Panel"-"Programs and Features"

I've forcibly deleted my whole Vivaldi settings folder on AppData/Local, forced reinstalling the lastest snapshot as an Administrator, Vivaldi now opens completely unconfigured, and still it's not solved. I can't install extensions AND can't uninstall Vivaldi,Now the installer does not even show me the green progress bar. It seems that the Vivaldi installer is calling up an old invalid browsing session and is stalling there. When I run the uninstaller, a REGULAR Vivaldi icon appears on my taskbar. When I hover over it, it shows me an invisible window called "Uninstall Vivaldi", and its "jump list" only shows me two very old pages, which I have removed. And it doesn't move on from there.
I'm going to try logging in from another user.

No change, and deleted the other user which was a test user I created when I was having issues updating Vivaldi. I'm going to restart the computer, trying to uninstall without opening any other apps, and if that fails, going to all users and deleting their Vivaldi appData folder.BTW, I'm posting this from Edge, because the new Vivaldi forums don't work on Opera 12 any more.

After restarting, Vivaldi beta was uninstalled :o. I deleted my AppData/Vivaldi folder and installed Vivaldi STABLE. Did the Out of Box experience (interface, tab position, etc.). Tools/Extensions. "Uh oh, you don't have extensions". Chrome Web Store. choose some extension, install, hang on "checking". Force-quit Vivaldi (only way). Try to uninstall Vivaldi 1.4 - fail again. Restarted. This time Vivaldi stable did NOT uninstall. Tried uninstalling again. Came to write this update. Still not "finished" uninstalling - probably hanged.[edit4]
Is it normal that my Vivaldi executable is inside my AppData folder instead of Program Files (x32)?

@Ayespy Thank you. One less thing to worry about.
At this time, I'm willing to nuke-and-pave my profile (Reset/reinstall Windows 10) but I won't be able to do it in the next 2-3 weeks. Still, that means using Vivaldi without extensions.
I can load unpacked extensions in Developer Mode [and likely packed extensions by drag and drop], is there anywhere that keeps extension installers outside of the Chrome Store?

@tigas - Just other app stores. I'm not aware of standalone app installers.
