You're not the first to report this error, but I have no problem downloading Vivaldi for Window from the blog.

The instructions on this page fixed my problem, cleared all the certificates cache.

Go to Start Menu > Run
Type cmd and press Enter

Type certutil -urlcache * delete

Checking for updates from Vivaldi menu is also working now.
