@mib2berlin It is not extension related, at least it wasn't for me. Because the problem still continued, even after I removed (not just only disabled) all the extensions (and I had only 3 anyway). Or maybe the solution is to :
Remove all extensions
AND
Setting "Continue running background apps when Vivaldi is closed" to Off in chrome://settings/system page -

Yes, this settings should be always disabled, I would like to have it disabled by default. -
After a week of peace of mind, the bug resurfaced again. No extensions

"Continue running background apps when Vivaldi is closed" setting is off.I guess it started after the pc shutdown abruptly. My laptop has a thing, it doesn't like it's lid to be closed, or in other words, sleep mode is not it's strong suit. When it wakes from sleep, it acts like a reboot, (but not always) and all the apps are closed. After that "abrupt" restart, when I wanted to start Vivaldi (and maybe, as soon as I could click on the button) the problem occurred. After multiple tries, I could launch it. Then I wanted to try again, closed Vivaldi, waited and tried to open again. And once again, it didn't start, made me try ~10-20 times before it starts.

Yes, this settings should be always disabled, I would like to have it disabled by default.Infact I also had the setting always disabled, it must have been re-enabled in a recent update

Hrm yes, checked stable and it is enabled, not good.
Can you report this to the bug tracker?
I confirm it and we see what happen.EDIT: Wait a minute, it is not enabled in the snapshot and my internal build, maybe this has changed in Vivaldi 6.10.

no, I have disabled it again after it was reported in this same forum thread to disable it to mitigate the "force vivaldi to restart" box, most probably in 6.9 RC1, and after updating to the new 6.10.3458.4 it's still disabled. It was re-enabled in 6.9 RC1 or before that.

I'm still having this issue almost everyday. I guess there's been two minor updates since my previous posts. I'm currently at: 6.9.3447.44 (Stable channel) (64-bit)

Can happen after computer or Vivaldi crashed.
Sometimes it can take longer when mails were fetched, calendars updated at this time in background when the popup appears. Sometimes Vivaldi repaired mail database in background which takes much longer.But does the popup not close after a longer time?

@DoctorG Popup almost instantly closes. Generally, I can't even see it, sometimes it stays on the screen for half a second. It is very hard to click on the "Force Startup" button.
I'm not sure but I guess if I start Vivaldi as soon as the Windows starts, it is more likely that Vivaldi will start normally. If I wait for a minute or two after Windows starts, it is more likely to encounter the problem. It's as if Vivaldi confuses another process as Vivaldi process and therefore refuses to start.
Also I do not use Vivaldi mail.

My current workaround for this very annoying bug is right clicking on the pinned vivaldi icon and clicking new private window. For some reason private window always opens with the first try. When it opens, I can do right click > open new window (regular window). Since private window is open and I guess vivaldi is running, normal window starts without a problem. Then I close the private window and go on.
