Please add option to position tabs below the bookmark bar, directly above the webpage. It works well with "horizontal main menu".

You seem to be an experienced user so I wonder why you have not yet figured out the right place to post feature requests (and only then if they are new) in spite of being given the link before?
This request is already included as item 11 in the Feature Requests thread
It's a free world, so you can post as many threads as you wish, but the developers are more likely to take note of requests posted in the right place or submitted via the Bug Report Wizard.
Posting in this forum might be useful to get feedback from other users to improve a Feature Request before submitting it.

this request is more specific and concise than the other one you linked to. so it is more likely the devs will understand what i'm requesting.

the way requesting currently works for vivaldi is a weird way of doing things. what this forum really needs is a dedicated requests section, so that each request can be focussed and discussed separately--similar to the maxthon forum.

There are simply too many requests to track, if they are allowed to accumulate. There are over a thousand different features requested, and no one bothers (ever) to search or read before starting a new topic with either a new request or or one that has already been requested anywhere from once to a hundred times. Even the original survey asking what a tiny population of users wanted over a year and a half ago generated requests for over two hundred unique features.
Since that time, over eighty of the requested features have been added, and there are still hundreds-thousands more desired.

This user obviously read the first post before posting the request again. :whistle:
I suggest you prune the thread to delete all of the duplicate posts and off-topic posts. That might reduce the thread to fewer than ten pages. Leave a message at the end with a link back to the frequent feature request list.
